15.72.7  TIME 

Inserts the current DATE and TIME into the title.  For example:
     TD:TITLE TOP '(Date:  ' TIME ')'
Assuming  the current time is noon on the Jan 1, 1987, the following title
is plotted at the top:
     (Date: 1-JAN-87 12:00:00)
