15.64.36.11  FILECASE  - Selects the case of file names.  
     1.  Upper - File names are converted to upper case
     2.  Lower - File names are converted to lower case
     3.  Mixed - The case remains the same as typed.

If a file name is enclosed in quotes, then it is never converted.
