15.22.9  Notes 

If  EFFICIENCY  is not specified then the new value is Y3=Y1/Y2.  If Y2 is
zero then Y3 is set to 0.0.  The errors (DY) are treated as  if  the  data
sets are uncorrelated, if BINOMIAL is not specified.
